Job Overview

The Construction Manager (CM) is responsible for overseeing the planning, organization, direction, and budgeting of all construction or maintenance activities on projects, ensuring they meet the highest safety and quality standards within specified time and budget limits. The CM plays a key role in the initial development of construction projects and manages organization, scheduling, and implementation strategies.

Job Responsibilities

Key Duties and General Responsibilities

The Construction Manager will lead all facets of construction for a major Public Private Partnership Light Rail Transit (LRT) project. Responsibilities include:

  • Leading safety planning for project construction methods, with support from the Construction Director, Project Manager, and Site Health and Safety Manager.
  • Coordinating with clients and project management teams to establish necessary reporting procedures and formats.
  • Setting up project field procedures and objectives in line with corporate policies, tailored to job site conditions.
  • Overseeing the constructability process through a constructability coordinator.
  • Defining Construction Work Packages (CWP) to a level sufficient for a level three schedule.
  • Developing and managing the Scope of Work for subcontractors, ensuring clarity aligns with project goals.
  • Coordinating construction work packages with engineering and procurement teams.
  • Establishing requirements for pre-fabrication and modularization.
  • Reviewing construction drawings and specifications for economic constructability and developing strategies for effective construction methods.
  • Participating in labor studies and establishing an industrial relations strategy.
  • Collaborating with the Project Manager and core team to set priorities for timely construction performance.
  • Reviewing and approving construction estimates, budgets, and schedules.
  • Developing site organization and staffing needs to meet project deadlines and budget constraints.
  • Ensuring compliance with local regulations and statutory requirements in planning site activities.
  • Assisting the procurement team in reviewing contracts with clients, suppliers, and contractors.
  • Keeping the Construction Director informed of any construction concerns.
  • Coordinating the preparation and issuance of the Construction Execution Plan.
  • Identifying and obtaining necessary permits and licenses before starting construction.
  • Directing, monitoring, and motivating construction specialists to meet project requirements.
  • Communicating with client representatives to ensure safe planning of shutdowns, relocations, and tie-ins.
  • Working with the Pre-Operational Testing Manager on planning transfer packages.
  • Managing subcontractor performance to ensure timely delivery and adherence to quality standards.
  • Ensuring all activities are executed according to the project schedule and maintaining workflow.
  • Supporting the technical team by suggesting solutions to enhance project efficiency and reduce delays.
  • Developing effective work strategies in line with guidance from the Construction Director.

Qualifications

Required Qualifications:

  • Strong focus on health and safety management during the construction phase, with extensive knowledge of health and safety procedures and applicable legislation.
  • Project Management certification is preferred.
  • A minimum of 7 to 10 years of prior construction management experience, especially in design, implementation, and site management.
  • Solid understanding of business and management principles related to strategic planning and resource allocation.
  • Excellent skills in planning, organization, leadership, and administrative processes.
  • Strong customer/client focus, with the ability to build relationships and communicate effectively regarding key issues.
  • Comprehensive knowledge of engineering, procurement, construction, and job site management activities.
  • Effective coordination and planning of community industrial relations, including union relationships.
  • Familiarity with various construction equipment, tools, and technologies.
  • Proficient in English (reading, writing, and speaking).

Education:

  • A Bachelor’s degree in a relevant field is required; Project Management Certification is preferred.
